The Evacuation Marshal Skills Programme prepares learners to guide and support people during workplace evacuations. The programme combines the principles of safe emergency evacuation with practical behaviours, communication and leadership skills required to help people evacuate calmly, safely and efficiently.
This Skills Programme develops the competence required to support safe workplace evacuations during emergencies. Learners build an understanding of evacuation procedures, roles and responsibilities, escape routes, assembly points, communication, crowd behaviour, evacuation support equipment and the practical behaviours expected of an Evacuation Marshal.
Applicants require an NQF Level 1 qualification and one year of workplace experience within the designated work area. Recognition of Prior Learning (RPL) may apply in accordance with QCTO policy.

Assessment activities take place throughout the programme to support learning and confirm progress.
Scenario-based activities and simulations are used to develop and assess safe evacuation behaviours and practical decision-making.
The FISA uses an integrated case study or scenario to assess emergency preparedness, evacuation leadership, appropriate behaviours and equipment knowledge. The QCTO programme standard requires 70% for competence in the FISA.
Learners who successfully complete the required programme and assessment process are submitted for QCTO approval and certification. The official Skills Programme Certificate is issued by the QCTO.
